IN AN UNPRECEDENTED ruling, the Environmental Protection Agency has ordered hundreds of industrial plants and electric utilities in a dozen states and the District of Columbia to reduce their emissions of smog-causing pollutants.
Using its authority under the Clean Air Act, EPA has granted petitions submitted by four northeastern states--Connecticut, New York, Massachusetts and Pennsylvania--for relief from smog-causing nitrogen oxide emissions that blow across state lines.
The agency agreed with the states' claims that they have difficulty meeting EPA's smog standard because of emissions from facilities in upwind states.
