PHILADELPHIA, Jan. 17 /PRNewswire/ -- Digital Access, Inc., a broadband digital communications company, today named Joseph W. Cece as chief executive officer. Cece will oversee all operations for Digital Access, which recently announced plans to build a high quality, digital fiber optic broadband network in four U.S. markets -- Indianapolis, Kansas City, Milwaukee and Nashville -- offering a combination of services including telephone, video and data.
