The Pennsylvania Department of Community and Economic Development (DCED) will conduct a fact-finding hearing on the City of Scranton's progress in complying with its Act 47 financial recovery plan at 10:30 a.m. Thursday, Jan. 27, in the Scranton City Council Chambers, Scranton City Hall, 340 North Washington Ave., Scranton, Lackawanna County.
Scranton was designated a distressed municipality in 1992 under Act 47 of 1987 (The Municipalities Financial Recovery Act), and was required to adopt and implement a financial recovery plan with assistance from the nonprofit Pennsylvania Economy League (PEL) -- Scranton's financial recovery plan coordinator.
