Jan. 25--Abandoning her original plan to devote all of the state's $7.4 billion tobacco settlement to health care, Gov. Christie Whitman yesterday proposed using one-third of it for school construction and the balance for a variety of programs to keep New Jerseyans healthy.
Whitman used her annual budget address to propose a long-range plan for spending the roughly $300 million New Jersey is scheduled to receive each year from the tobacco industry as its share of a national settlement. She proposed devoting $100 million to building and renovating classrooms, and $100 million to the subsidized health insurance program she unveiled last week.
