Jan. 27--State water officials are recommending action against Pacific Gas and Electric Co. for damaging the ocean around Diablo Canyon nuclear power plant.

Regional water quality officials are drafting an order that would put the utility company on notice that the power plant's cooling system is harming marine ecosystems by killing fish larvae and driving out cold-water dependent sea life.

"Staff has concluded that the discharge is not protective of marine habitat in the vicinity of Diablo Cove," said Michael Thomas, an environmental engineer for the water board.
