The Education for All Handicapped Children Act (Public Law 94-142) was passed almost 25 years ago. Since then, the law has been reauthorized a number of times. The most current reauthorization was the Individuals with Disabilities Education Act Amendments of 1997 (IDEA '97). The law, throughout all of its reauthorizations, has been a model of effective federal legislation.
