The first proposal would allow employers to apply for a Service Provision Card for each third-country worker they wish to send to another EU state, as long as that worker is covered by a social security regime, and is lawfully resident in a Member State. The social partners argue that an EC Service Card should only be provided if the worker has been employed on a regular basis for at least 12 months in the resident Member State. The worker should also have been employed for the previous six months by the provider applying for the card.
