Working in state government for 15 years, deputy director of the Illinois Bureau of the Budget Mike Colsch has seen the state's spending habits come full circle.
Colsch, who started in state government as a revenue analyst in 1985 and was promoted to his current position managing the state's debt in 1994, recalls the fiscal belt tightening in the early 1990s under former Gov. Jim Edgar. "I think there was a concerted effort to slow down bond sales and ensure that there were sufficient resources," he said.
