Feb. 22--CONSUMERS ENERGY and Chubu Electric Power Co. of Nagoya, Japan, have signed an agreement to form a purchasing alliance.

The agreement calls for the creation of committees of Consumers and Chubu employees who will develop a program plan and a schedule for implementing it.

The agreement between Consumers, the fourth-largest combination utility in the United States, and Chubu, Japan's third-largest electric utility, originated with a 1992 decision by the companies to share information so they could improve customer service and operations.
