A dispute between governors continued to prevent the Port Authority of New York and New Jersey from pushing forward its major capital projects yesterday, despite a letter New Jersey Gov. Christine Todd Whitman offered as an olive branch to her Empire State counterpart.

Whitman, in a two-page letter dated Feb. 22, said she would support moving forward with the authority's 2000 budget, even though she and New York Gov. George Pataki are still at odds over how the bi-state agency divides its projects and revenues between the states.
