NEW DELHI - India's establishment has begun talking openly about the need for renewed nuclear testing, a step that would represent a serious setback for the nonproliferation efforts of President Clinton, who is scheduled to visit the country next month.
The interest in building up India's nuclear capability following five tests in May 1998 coincides with a loss of interest in signing the Comprehensive Test Ban Treaty, long an important policy goal of the Clinton administration.
