Low unemployment can wreak havoc on an economy, and few U.S. cities understand this better than Ann Arbor.
The city's air-tight labor market, which boasts unemployment rates well below national and state averages, often quashes any hopes businesses have of expanding, because they just can't find enough workers.
``I don't talk to any businesspeople who don't consider the inability to find employees the No. 1 problem they face,'' said Woody Holman, president of the Ann Arbor Area Chamber of Commerce.
Washtenaw County's average unemployment rate was 1.8 percent in 1999, compared to 3.7 percent in Michigan and 4.2 percent nationwide, according to ...
