SUFFOLK, Va. - Mills E. Godwin Jr., a two-term governor of Virginia and passionate defender of state's rights during Virginia's school-desegregation battles 40 years ago, died Saturday at 84.
Mr. Godwin, who served first as a Democrat and then as a Republican, was praised yesterday by leaders of both parties for his many accomplishments that transformed the once largely rural state. He gave Virginia a sales tax that funded school improvements, the community college system and the first bond financing of capital improvements.
