The Wall Street cafe on the outskirts of Klagenfurt was thick with cigarette smoke and expectant conversation. It was just before 1 o'clock, and word had percolated through the restaurant that Jorg Haider, back in his home province after a crazed two weeks in Vienna, was stopping by for lunch. Dressed casually in a black jacket over a white knit sweater, Carinthia's governor swept through the cafe like royalty, nodding to a Japanese TV crew, slapping an old colleague on the back.
