Oil companies are lining up for generous handouts of additional crude export allocations, which Fuel and Energy Ministry officials are doling out on an almost daily basis.

In order to finance the construction of a cancer treatment center in the city of Great Novgorod in north-west Russia, the ministry handed out 600,000 metric tons in additional allocations last week, half of which went to Lukoil. Lukoil will ship 180,000 tons in extra volumes to the Latvian port of Ventspils and 120,000 tons to Poland.
