The article examines the factors leading to the 800 year conflict in Northern Ireland and the rise of terrorism in the 1970s, 1980s, and 1990s. Second, it discusses various attempts made by the Thatcher/Major governments to help resolve the conflict and the reasons they failed. Third, it discusses the peacemaking role of the Clinton Administration, which by internationalizing the situation and giving it a high priority has opened the door to a lasting peace in the Province.
