Anyone who survived some serious 'hard knocks' from bullies at school would have pricked up their ears at the Government's latest proposals.
When the idea was first mooted that a contract would be drawn up between pupil, parent and school, each outlining what they expected from the other, it appeared a great stride forward towards protecting vulnerable pupils.
As well as clarifying the importance of homework and good attendance, discipline and good behaviour were also part of the deal.
