BEIJING, March 20 Asia Pulse - Twenty-seven Chinese steel producers signed 3.2 million tons of steel sales contracts under the "Import Substitution" program in 1999, and had actually delivered 3.05 million tons of them by the end of December, 1999, overfulfilling the annual target of three million tons.
