Mar. 10--BLACKFOOT, Idaho--It's black and it's smelly. It's the leftover waste the Blackfoot wastewater treatment plant produces from residential waste.

The Blackfoot Sewer Department is proposing putting that waste on a 173-acre field 14 miles west of Blackfoot, near 1400 West. The land is currently zoned for manufacturing use so the department had to ask the Bingham County Planning and Zoning Board on Wednesday night for permission to put the waste there.
