Replacing police officers with private street patrols would damage the force's efforts to reform in the wake of the Stephen Lawrence inquiry's report, shadow Home Secretary Sir Norman Fowler has warned.
Sir Norman (Con Sutton Coldfield) said plans to extend non-police patrols should be "regarded with alarm" as they had the potential to damage rather than enhance race relations.
