JUST after the release of the eighth-grade data for TIMSS (Third International Mathematics and Science Study), in which Singapore knocked the socks off the rest of the world, I got a call from an education editor. She had spent the day with the Singapore minister of education, who was visiting this country looking for education ideas. Someone had asked why, given his students' test scores, he was on such a mission. The editor said he replied, "That's all they can do. Take tests."
