When I entered the House of Commons in February 1974, Edward Heath was our leader. One Nation Conservatism was still the dominant tradition in a party firmly committed to Britain in Europe; in favour of Scottish devolution in principle and soon to commis sion an examination of the whole question of reforming the House of Lords.
