THE MAN in charge of arms decommissioning is to tell the British and Irish governments that the IRA has not even set a date for handing over its weapons ...but it has assured him that the guns have been put "beyond use''.
General John de Chastelain will tell Northern Ireland Secretary Peter Mandelson that the IRA has told him it is firmly committed to the peace process and that its "guns are silent".
The details are contained in de Chastelain's interim report, which will be handed to officials tomorrow.
