Article: White House, Democrats Find Several Faults With Climate Change Bills.(Brief Article)

The Clinton administration, joined by a few Democrats, sees little merit in two bills that key congressional members are promoting as the legislative solution to the highly contentious climate change issue.

Touted as the "blueprint of consensus," the bills, S.882 and S.1776, offer voluntary, technology-based measures in dealing with greenhouse emissions. But the White House complained that they do not go far enough.

"While these bills do contain some very positive elements, they should not, in our view, be mistaken for an adequate response to the challenge - and opportunities - posed by global warming," wrote Roger Ballentine, chairman, White House ...
