LAST WEEK Ida Nudel packed her bags and left Moscow for Israel, ending a 16-year battle with Soviet authorities. The story of the Soviets' change of heart in this matter rated one paragraph in the Christian Science Monitor, more than most papers gave it.
Here's what lies behind it. In 1971, a young dark-haired Ida Nudel, made restive by overt Soviet anti-Semitism, applied for permission to emigrate to Israel. She was turned down and became a refusenik. As such, unable to make a living, she was doomed to a twilight existence on the outskirts of Soviet society.
