Mild winter weather in a major portion of the country helped produce a 7.1 percent rise in housing starts during December 1999. Total housing starts reached their highest level since March 1999. More impressive was the single family starts rate, which rose to their highest level since December 1978. Building permit activity, an indicator of future housing starts did not essentially change. Higher mortgage interest rates are still expected to produce a modest drop in housing starts this year.
