BELFAST, N. Ireland--The men and women of the Irish Republican Army (IRA) are hard people. Their characters have been shaped by years of violence born of centuries of hate. And now in their battle-scarred, and often bloodied, hands lies the key to whether a lasting peace can finally come to the 1.7 million people of Northern Ireland.
