One of the fundamental weaknesses of government in Canada is that we lack a satisfactory way to dispose of used prime ministers. There are now five--Pierre Trudeau, Brian Mulroney, John Turner, Kim Campbell and Joe Clark, listed in the order of the relative comfort of their retirement. Poor Joe is unquestionably the worst off, and that's causing unnecessary trouble.
