Market power exercised largely by investor-owned electric utilities isn't going to be easily remedied until generation increases, transmission improves and antitrust remedies are adopted, says a Department of Energy (DOE) study that reviews experiences in the United Kingdom (UK) and a few US states where competitive markets have emerged.
Federal and state regulators are going to have a tough time trying to mitigate market power's potentially harmful effects on consumers, especially in California, Colorado, New Jersey and other areas where markets are more constrained, according to the DOE.
There are two types of market power: horizontal and vertical.
