TALLINN, Estonia--As the countries of Central and Eastern Europe endure painful transformation in all sectors of their economies, one of the hardest transitions from Soviet planning to market conditions is taking place in the mining industry.
Countries as geographically diverse as Romania and Poland all face massive economic and social problems stemming from the restructuring of mines.
