According to a Bush official, Latinos love livin' la vida loca, even if it means having babies before we reach high school.
On Monday, Texas Health Commissioner Dr. William Archer, an appointee of Texas Gov. George W. Bush, said the high teen-age pregnancy rate in Texas can be blamed on Latinos who lack the belief "that getting pregnant is a bad thing."
