Big Dig chief Andrew Natsios yesterday pledged to make changes to the project's controversial self-insurance program, just hours after the Herald reported on a new federal probe that's threatening to further tarnish the Big Dig's damaged credibility.
The U.S. Attorney's Office this week launched an investigation into the Big Dig's $800 million self-insurance fund under the Federal False Claims Act, which provides for harsh fines and triple-damage awards against defendants who defraud the federal government or misuse federal funds.
