DINH THUY, Vietnam _ If the Vietnam War started anywhere, it might be said to have started in the swampy little village of Dinh Thuy, here or in any of a hundred other hamlets along the muddy meanders of the Mekong River delta.
Dinh Thuy is a place where, 40 years ago, it was not unusual to see headless bodies floating in the rivers and canals, the grisly work of South Vietnamese government agents rooting out suspected communists. It was a place of torture, beatings and ruthlessness.
