Observers say European Union (EU) environmental officials are close to finalizing rules that will prohibit the sale and use of chlorofluorocarbons (CFCs), halons, carbon tetrachloride, hydrobromofluorocarbons, and 1,1,1-trichlorethane. The rules will also include new restrictions on the sale and use of hydrochlorofluorocarbons (HCFCs).
