Observers say European Union (EU) environmental officials are close to finalizing rules that will prohibit the sale and use of chlorofluorocarbons (CFCs), halons, carbon tetrachloride, hydrobromofluorocarbons, and 1,1,1-trichlorethane. The rules will also include new restrictions on the sale and use of hydrochlorofluorocarbons (HCFCs).
The rules, expected within the next six months, will go farther than the requirements of the Montreal Protocol. Except for critical use exemptions, the sale and use of halons will be banned after December 31, 2002. Additionally, halon recovery and disposal equipment will be ...
