Officials with Colorado's E-470 Public Highway Authority knew they would face some obstacles in lining up investor support for the $321 million of senior revenue bonds they will sell tomorrow, but they didn't expect Mother Nature to throw them a curve.

While the toll road has yielded weaker-than-expected results since its first stretch opened last year, the officials were convinced they could answer concerns about the project's performance. However, when a spring snowstorm blanketed the project during a bus tour for potential investors earlier this month, there was little they could do but press forward.
