The agenda for the Troika's visit was described by the Portuguese Presidency as "ambitious". The talks were due to focus on Cuba/EU relations, and particularly the 1996 Common Position on human rights in Cuba, Cuba's bid to joint the agreement with the ACP countries (in which it has enjoyed an observer role since 1998) and economic and regional issues.
