ATLANTIC CITY, N.J. - Travelers considering a visit to Atlantic City need not think they're taking a gamble on their vacation.
Until recently, bulldozers, construction cranes and scaffolding were as common a sight in Atlantic City as the boardwalk, casinos and beaches for which this city of 38,000 is known.
