To Cairo they came, they had their photo-calls, they talked, all said it was a big success. However "the success," of an unclear ad-hoc agenda -- only agreed hours before the opening of the first European Union (EU) -- Organisation of African Unity (OAU) summit, also meant that they left Cairo last month with "a better understanding of each other's concerns, but with little in the way of solid achievement," as one diplomat put it.
