PCIA recently submitted two ex parte filings to the FCC regarding CMRS spectrum aggregation limits. The association also gave the FCC two PCIA-commissioned studies that determined the state of competition in the wireless voice market and the impact of the introduction of PCS on consumer prices.
In its filings, PCIA said the FCC should establish one stringent waiver standard and not modify the spectrum cap in rural markets. A waiver would place the burden on the requester to provide specific factual reasons why it cannot provide a particular service or serve a particular area without exceeding the spectrum cap.
