First-time grant applicants seeking Department of Education discretionary grants would receive special consideration under a new proposed rule.
The rule, 34 CFR Part 75, would revise the process for awarding discretionary grants by amending the Education Department General Administrative Regulations (EDGAR). The purpose of the revisions is to improve the process by providing "additional flexibility and ... greater opportunities for inexperienced, 'novice applicants.'"
