Massachusetts Governor A. Paul Cellucci this week signed a financing plan for the Big Dig project that will be hand-delivered to the Federal Highway Administration today, while the Securities and Exchange Commission continues its probe into whether the commonwealth should have disclosed a $2 billion budget gap on the project sooner. The state's package will provide about $2 billion in funds to the Central Artery-Third Harbor Tunnel Project, according to Terry Brown, spokesman for the project.
