Gracing a wall in Room Three of Birmingham's Council House, adjacent to where the city's transport director David Pywell is sitting, is a large black and white photograph of a Victorian street scene.
There are no cars, motorbikes, trams or lorries jostling for space around Birmingham Town Hall - only pedestrians and a horse and carriage.
How transport has moved on during the course of a century. Yet despite ambitious plans for 21st-century modes of travel, Mr Pywell's 20-year vision for transport in the West Midlands also includes walking.
