When President Clinton visits a special St. Paul school for dropouts - politely called "alienated young adults" - he'll see a part of a movement Minnesotans should be proud of - charter schools. City Academy was the nation's first charter school, opening its doors in 1992 about the time Clinton was reaching for the White House. Since then the school has given hundreds of young people a chance to further their education and build constructive lives.
City Academy was created after the 1991 Legislature passed the nation's first charter-school law. The goal was pursuit of educational choice, entrepreneurship, accountability and competition. The pursuit continues. ...
