If Social Security is the third rail of American politics, as the shopworn metaphor has it, George W. Bush has decided to step on it and Rod Grams has grabbed it with both hands. They may have turned Social Security privatization into the issue of the year for Americans in general and Minnesotans in particular.
"Let's begin by thanking Bush for making this an important election," Washington Post columnist E.J. Dionne wrote in a recent column, reacting to Bush's proposal to partially privatize Social Security.
