1/3 If you're among the 130,000 or so waterfowl hunters who will take to the sloughs in Minnesota this fall, there's a key item you'll need to hunt waterfowl legally but one that thousands of hunters overlook.

Of course, you'll need a hunting license and waterfowl stamps. But you also must fill out the Harvest Information Program (HIP) survey when you buy your hunting license.

Thousands of Minnesota waterfowl hunters last year failed to do so, which means they were hunting waterfowl illegally and were subject to citations.
