In 1995, northeastern Minnesota deer hunters were rightfully giddy: The state's deer herd was healthy, numbers were plentiful and hunters statewide shot more than 200,000 deer for only the fourth time in 20 years.
By fall 1997, two consecutive brutal winters had wiped out up to half of the deer in the far north. A bucks-only hunting restriction was imposed over much of the zone, and the statewide deer harvest fell by more than 60,000. Worse, wildlife officials speculated that it would take four to five years for the deer herd to recover.
