1/3 As promised, President Clinton vetoed a $792 billion tax cut Thursday, accusing Republicans of trying to benefit wealthy Americans while putting the economy at risk.
"If the bill were to become law, it would leave America permanently in debt," Clinton said. He urged Congress to pass a smaller tax cut aimed at moderate- and lower-income workers.
Republican leaders, who had pushed the tax cut as the centerpiece of their 1999 legislative agenda, called it a sad day in Washington and argued that their bill would have helped all Americans.
