Sometime Tuesday morning, during a private meeting with Gov. Jesse Ventura, Al Horner - who only a week earlier had been a little-known Twin Cities businessman - decided he would resign as Department of Natural Resources commissioner.
Horner had gone into the meeting with a Plan A and Plan B. "Plan A was to stay, and Plan B was to resign," he said later. "Depending on how my meeting went with Jesse, I was prepared to do either."
He spent the weekend trying to shore up support for himself inside and outside the DNR.
Friday began badly for him when deputy DNR commissioner Ron Nargang resigned, saying he couldn't support Horner after revelations ...
