When Alan Horner was appointed Minnesota Department of Natural Resources commissioner on Wednesday, the big question was: "Who is he?"
After three incredibly rocky days on the job, that question remains. But another even more critical one has been added: Will Horner remain as DNR commissioner?
Horner, 52, a Bloomington business owner, had landed what is considered one of the toughest jobs in state government and a lightning rod for dispute.
