David W. McKenna, a Minneapolis attorney who helped shape Minnesota's liability laws, died Sunday of liver cancer at United Hospital in St. Paul. He was 53.
In the early 1970s when the courts ruled that people could sue state agencies, McKenna, who was director of the tort litigation division of the Minnesota attorney general's office, was one of the first attorneys to defend the state. Thus he helped formed the guidelines of that law, said Tyrome Bujold of Plymouth.
During that time, McKenna also prosecuted white-collar criminals in Minnesota.
Bujold said that whenever he thinks about McKenna, he thinks of him as a poet.
